Not sure if I'm on the right thread, but I'll give it a go.

Can I run an emby server in the background on the same machine as openelec?

How?

I'm running an Asus Chromebox with the i3 chip.
The administrator has disabled public write access.

I don't know whether you can do it, but it is possible.

Download debootstrap and install with it a minimal ubuntu installation in chroot, or install a ready made ubuntu image for this task.
chroot to it and use any documentation for installing embi to ubuntu.

If you can't work out this steps without further help, then the answer is: you can't install it into OpenELEC.

yes you can do this, you need to install docker via kodi addon, then pull down any of my docker images (including emby) and your good to go, so far ive toyed with plex, couchpotato, emby, and deluge all running at the same time on my chromebox running OE.
