The easiest way is to check the current mode of your TV.
My TV remote has an 'info' button, I can press that and it tells me the current resolution and refresh rate. Maybe your TV has the same.
For most people 1080p24 is not possible out of the box, you need some custom Xorg config, seems kind of tricky but possible. Do a search and you will find it.
I leave my TV in default 60Hz (because 24p is too tricky for me) and then I set 'sync playback to display' and the sync method is 'dupe/drop audio packets' (works good with passthrough audio). Then I don't get any stutter or skips. Except obviously normal pulldown stutter in panning shots.
