Previously to debug connman you created a file:
touch /storage/.config/debug.connman
And viewed debug entries in /var/log/messages

Openelec 4.0 new method:

Looking in /usr/lib/systemd/system/connman.service it is clear an environment variable is required (CONNMAN_DEBUG):
ExecStart=/usr/sbin/connmand -nr $CONNMAN_DEBUG
This service uses an environment file:
EnvironmentFile=-/run/openelec/debug/connman.conf

1. Create the environment file (not retained across reboots):
nano /run/openelec/debug/connman.conf
2. Add to the file:
CONNMAN_DEBUG=--debug
3. Save file and exit.
4. Restart the connman service:
systemctl restart connman.service
5. View debug output:
journalctl --no-pager -b
The administrator has disabled public write access.
