I have the same problem, even if i have selected fr in settings.
It doesn't change anything and my keyboard remains in querty.

If someone has any clue?

If there is any files to check? I don't know where to look for.

To change the language, you can go in :
programme > openelec os settings
then you can change the settings of the keyboard
